지난 해, 2019년10월1일부터 일본정부가 ‘아이 키우기 지원법’의 개정에 따라 ‘유아교육, 보육의 무상화’(이하 유보무상화)제도가 일본 전국 5만 5천 곳의 유치원들 대상으로 실시 되었다고 합니다. 그런데 일본정부가 외국인학교로 등록되어 있는 40곳의 조선학교 유치원을 무상화 대상에서 의도적으로 배제(排除)하기 위해 외국인학교 유치원(총 89곳)을 지원법 적용 대상에서 제외시켰다 합니다.
일본정부의 이번 조선학교 유치원 제외조치는 재일동포에 대한 명백한 차별 조치임이 곳곳에서 드러나고 있다 합니다.
이에 조선학교 학부모들과 양심적인 일본인 단체들이 직접 나서서 일본 정부를 향해 조선학교에 대한 차별 철폐와 유보무상화 제도의 차별 없는 적용을 요구하는 운동을 하기 시작 했으며 이번에 해외의 동포들과 세계 여러 나라의 외국인들에게 온라인 서명을 통한 이 운동의 동참을 요청하고 있습니다.

<Petition demanding the Japanese Government include Foreign and International Schools categorized as "miscellaneous schools" in the Free Preschool Education Program>
On October 1, 2019, the Japanese government launched a tuition-free program for preschools and nursery schools. This tuition-free program, however, excludes preschools and nursery schools connected to foreign and international schools. Because of this policy, 40 Korean preschools are excluded from the free preschool education program.
This exclusion is unjust and violates the Children and Child Rearing Support Act, which mandates the Japanese government “ensures the well-being and healthy development of all children.” It is also a violation of international laws, such as that of the Convention on the Rights of the Child, which demands that “State Parties shall respect and ensure the rights set forth in the present Convention to each child within their jurisdiction without discrimination of any kind.”
The Japanese government's measure to exclude foreign children and parents from the tuition-free preschool program is extremely unjust and discriminatory, especially because the funding for the program comes from taxes paid by all Japanese citizens, including foreigners and non-Japanese citizens.
Please show your support for this petition demanding the Japanese government take responsibility for the well-being and healthy development of all children, without any discrimination, and immediately apply the free preschool education program to all foreign and international schools categorized as “miscellaneous schools.”

2. 우리말 서명 요청문
* 일본정부에 외국인학교 유치원에도 <유아교육, 보육의 무상화> 적용을 요구하는 서명
2019년10월1일부터 <아이키우기지원법>의 개정에 따라 <유아교육, 보육의 무상화>(이하 유보무상화)제도가 실시되였습니다. 그러나 이 제도에서 일본 거주 외국인 유아들을 대상으로 교육하는 외국인학교 유치원이 제외되였습니다. 여기에는 일본 전국 40개 조선학교 유치원도 포함됩니다.
일본정부의 이번 ‘제외’조치는 “모든 어린이가 건강하게 성장할수 있도록 지원한다”는 <아이키우기지원법>의 기본취지에 어긋나고 그 어떤 차별도 없이 어린이의 권리를 존중하고 확보하는 <유엔아동권리협약> 등의 국제법에도 위배(違背)되는 일입니다.
‘유보무상화’ 제도는 사회전체가 공평하게 부담하는 소비세를 재원으로 합니다. 당연이 재일외국인들도 동등하게 부담합니다. 그럼에도 불구하고 외국인학교 유치원시설의 어린이들과 그 보호자들만 유보무상화에서 제외되는것은 지극히 불공평한 민족차별입니다.
모든 어린이의 건강한 성장을 차별없이 지원하며 외국인학교 유치원에도 하루빨리 유보무상화를 적용하도록 일본정부를 향해 강력하게 요구하는 본 서명에 동참(同參)해주시기 바랍니다.
