2. New York Times. A Nuclear Deal With North Korea May Be Tillerson’s Mission Impossible

Let’s try to find a way to live with each other without killing each other.”

That is the moral quandary the Trump administration is—we can only hope—seriously weighing as it considers military action against North Korea. “When Mr. Trump threatens to annihilate 25 million people in North Korea, he is endangering 51 million South Koreans,” said Jeong-ae Ahn-Kim, of Women Making Peace in South Korea, in an email sent to In These Times. “Millions of South Koreans have family in the North. When he threatens them, he threatens us.”

 

Peace and diplomacy is the only way forward, and the first step is dialogue—unconditionally.

The most alarming of these is option two, that Trump actually believes a war is more or less inevitable. The others suggest that much of the crisis is artificial, ginned up by Trump’s own language for other reasons. The worry is that the more Trump talks, the more he is talking himself, and Kim Jong-un, into a corner, where they feel must act. Even if he is not baiting Kim Jong-un—and it becomes harder and harder to avoid that conclusion with every new tweet—it may happen anyway. We are sliding toward a self-fulfilling prophecy.

Despite what the White House said Monday, Tillerson’s State Department does have several avenues of dialogue open with North Korea. The most important, of course, is the “New York Channel” through Pyongyang’s UN delegation, which has a direct line to Foreign Minister Ri Yong-ho. Another is the on-going dialogue between former US officials and intelligence officers that takes place at regular intervals in Pyongyang, Europe, and New York.

 

But the effectiveness of these channels will depend on the degree of support they get from Trump and his incompetent White House. On Tuesday, Secretary of Defense James Mattis told Congress that he “fully” favors “Secretary Tillerson’s efforts to find a diplomatic solution” in Korea. But as he well knows, that could be undone by a single tweet from the commander-in-chief.

This American presumption is woefully ignorant of history and infused with a disturbed messianic zeal. Trump and his officials arrogantly threaten North Korea with “annihilation” because the United States has never been held to account for its crimes in Korea (or elsewhere for that matter). Signing a peace treaty would be an important step towards long-overdue American accountability. A step that the arrogant American rulers refuse to take – because they can’t admit the shocking reality of their enormous crimes.

The relentless economic war being waged by the Trump administration may not be grabbing the headlines in the same manner as talk of war. But that does not lessen the harm that is being done. Washington’s pressure on other nations is having an effect, as one nation after another cuts diplomatic and political ties with the DPRK or severs trade relations. The Trump administration has rejected North Korean offers to talk, believing that it can drive North Korea into economic submission without the need for the give-and-take of negotiations. In a recent tweet, Trump reiterated his hostility to the concept of diplomacy: “I told Rex Tillerson, our wonderful Secretary of State, that he is wasting his time trying to negotiate with Little Rocket Man.”

 

The United States has far too much economic muscle for any nation to be able to say no. But how many North Koreans will have to suffer through hunger, loss of employment, and freezing winters without heat as a result? The cruel collective punishment of an entire nation can produce nothing but misery and should be called out for what it is: an act of war.
