Creating a Green Corps


BP¡¯s Deepwater Horizon drilling rig explosion, about 100 days ago, spewed unthinkable amounts of oil into the sea, and everything is suffering – people are struggling on Main Streets throughout the Gulf region, national spirit is dejected about the economy and the wars, and the President¡¯s popularity with his party is down. 
 
Most importantly, it is discouraging to all of us that the way in which we secure energy is in a direct collision course with life.  We may be unable to give up the oil reservoir in the ocean, but we should make something constructive out of this disaster—we need to prepare for the worst and, most importantly, remind the nation that we can do something about it.  
 

Although efforts were made to prevent this disaster from being categorized as Obama¡¯s ¡°Katrina¡±, the level of fatigue from the BP oil leak among Americans is gearing up, and this displeasure is aimed toward the White House.  This disaster has scratched the scars of two wars, a slow-recovering economy, and the increasing unemployment rate, which is 9.5% (14.6 million) overall and 25.7% among youth. 


This tragic oil leak also reminds us what we have learned, what we possess, and what we can do if another oil spill occurs—this is, as I call it, our ¡°green capital¡±.  As in the case of social capital, we Americans realize the importance of managing our industrial needs and the basis of life—nature. 
 
Due to this tragedy, we need to agree to share this value of an environmentally correct way of life.  Hundreds of civic organizations and human networks have been in action since previous disasters, like the Exxon Valdez oil spill in 1989, achieving concrete outcomes and partially restoring the nature that was polluted by our way of living. 
 
Universities, researchers and industry recognize the importance of dealing with this crisis and, at the same time, are devoted to developing new technologies and knowledge, an incentive which is further enhanced by the promise of economic opportunity.


It was Senator Kennedy who called young Americans to serve their nation.  Over 200,000 young Americans devoted themselves to peace, sustainable development, and a cleaner and healthier world, starting in the 1960s.  The Peace Corps has served as President Kennedy¡¯s unceasing legacy of great leadership. 
 
Ultimately, Kennedy¡¯s call for young Americans to serve a great cause activated the can-do spirit and sent this American value resonating throughout the world.  Now, it is Americans who are waiting to hear from political leadership about what they can do.


Now is a time to call all Americans to unite and challenge the way in which we secure and use energy and deal with disasters and crises.  It is time to call for a ¡°Green Corps¡± with a governance structure of both civil and public alliance, a consortium of motivated and humble intelligence, and a reasonable economic recovery plan for BP-bombarded areas and neighbors; and we mustn¡¯t stop until we push through another legislative victory for a green energy comprehensive act. 
 
It is time for President Obama to initiate a paradigmatic change to activate the American spirit of ¡°Green Generation¡±.  Unemployed youths can be invited to participate in the clean-up activities in the Gulf with reasonable pay, which will help to reinstate the local economy in terms of accommodations and grocery stores.  
 

Their networked public sphere in cyberspace will play an effective role in activating the volunteerism of the youth, and may serve as a central nervous system, mobilizing the clean-up effort.  These young minds could join the local universities and organizations in developing technologies to clean up the oil and explore employment opportunities in the related industries.  
 

A comprehensive training program that includes various kinds of internship programs can be set up for students, and those who get certified could then represent America in international contexts.  This would be a massive lifetime training opportunity for future green generations, organizations and industries.  
 

Funding will be a major stumbling block for the launching of this Green Corps; however, considering the scale of BP¡¯s spill in this tragic disaster, it may be for in our long-term interest for related industries to invest in the Green Corps in the form of consortia with universities, foundations, organizations and government.


Let¡¯s start with the Gulf of Mexico and expand to every place where the Green Corps is needed.  It is time to replace this oil wrath, economic inactivity, and spiritual showdown with an ambitious but pragmatic solution – a Green Corps.


Of course, more important than all of this is that we emerge from this crisis with a philosophical determination to regulate our own desires in recognition of the importance of nature, and thereby do our part to protect the basis of our life.
