우리나라가 공동제안국(共同提案國)으로 참여한 시리아 인도지원 결의안이 유엔 안보리에서 만장일치로 채택됐다.
유엔안보리 15개 이사국은 22일 시리아에 대한 인도주의적 접근을 허용하고 민간인에 대한 무력사용중지를 요구하는 결의안(2139호)을 채택했다.
결의안은 시리아내의 모든 폭력행위에 대한 즉각적인 종식을 요구하고 알카에다 과련 테러의 준동을 강력하게 규탄(糾彈)했다. 또한 인구밀집지역에 대한 포격과 공습 등 무차별적인 무력사용을 중단할 것을 촉구했다.
그동안 세차례나 거부권을 행사하며 시리아 정권을 옹호해온 러시아와 중국도 이번 결의안에 찬성함으로써 시리아 내 일부 도시에 대한 출입제한이 풀려 인도주의적 물품을 실은 차량 통행 등 실질적인 조치가 이뤄질 전망이다.

반기문 사무총장은 이례적으로 주말에 열린 안보리의 결의안 채택을 환영하고 “인도주의적 지원은 협상의 대상이 아니라 국제법에 따른 것이 될 것”이라고 강조했다.
이날 오 준 UN대사는 안보리 발언을 통해 그간 안보리 조치가 지연되면서 시리아의 인권위기가 심화됐다고 지적하고 안보리가 결의안 채택을 통해 효과적인 역할을 다하게 됐음을 평가했다.
오 준 대사는 “우리나라는 호주와 요르단 룩셈부르크와 함께 공동제안국의 일원으로서 시리아의 모든 민간인들의 고통을 줄일 수 있도록 중대한 조치가 따르게 된 것을 환영하며 반기문 사무총장과 라크다르 브라히미 시리아특별대표의 중재노력을 전폭적으로 지지한다”고 밝혔다.
결의안은 모든 당사자들이 수도 다마스커스와 외곽지역, 알레포, 홈스 등 인구밀집지역에서의 분쟁을 중단하고 ‘의료 중립지대’의 중요성과 관련, 병원과 학교 등 기타 민간시설을 안전하게 보호할 것을 요구했다.
결의안 채택에 따라 반기문 총장은 30일에 한번씩 결의안의 이행 사항을 안보리에 보고하고하게 된다.
지난 3년간 시리아에서는 바샤르 알-아사드 정권과 반군의 분쟁으로 10만명 이상이 사망했고 약 900만명의 난민(亂民)이 발생했다.
유엔난민기구(UNHCR)에 따르면 현재 시리아 난민은 레바논지역에서 93만2천명 요르단에 57만4천명, 터키에 61만3천명, 이라크에 22만3천명, 이집트에 13만4천명이 있는 것으로 파악됐다.

오준 대사 안보리 발언 전문
Thank you, Madame President.
The Republic of Korea welcomes the unanimous adoption of resolution 2139(2014). This resolution is a new landmark in the Council's work, but also one that is long overdue. For nearly three years the humanitarian crisis in Syria has deteriorated, while this Council has been seemingly unable to take proper action to provide relief to the long suffering Syrian people.
Hopefully, our unity today will ensure the Council’s effective role in dealing with the crisis from this day forward. We appreciate the co-authors of the draft, Australia, Jordan, and Luxembourg, for their advocacy of humanitarian causes.
The Republic of Korea voted in favor of this resolution as it lays out important steps to alleviate the suffering of all civilians in Syria, especially those who are trapped in besieged areas. This resolution demands that all parties, in particular the Syrian authorities, promptly allow rapid, safe and unhindered humanitarian access for all UN agencies and their partners, including across conflict lines and across borders.
As we welcome the resolution, we are also aware that this resolution will not end the conflict. We urge both parties in Syria to engage more seriously in the political negotiations. In this regard, we reaffirm our unqualified support for the mediation efforts by Secretary-General Ban Ki-moon and Joint Special Representative Brahimi. Thank you.
