“이제 그만 하세요!” 오준대사 안보리서 깜짝 한국어

 

 

"한민족의 한 사람으로서 북한의 통치자(統治者)에게 부탁합니다. 이제 그만 하세요(please stop it now)!"

 

2일 유엔의 초강력 대북 제재 결의안이 만장일치로 통과된 안전보장이사회 회의실. 오준 유엔 대사가 발언에 나섰다.

 

오준 대사는 이날 안보리 의장을 맡은 앙골라 이스마엘 마틴스 대사와 미국과 중국 등 상임이사국의 노력에 사의를 표한 후 북한의 4차 핵실험과 장거리미사일 발사가 유엔 안보리 결의안의 중대한 위반임을 재차 강조하는 내용으로 시작했다.

 

 

 

 

오 대사는 "국제사회가 북한을 제지하는데 실패한다면 지역간 군비경쟁에 들어가 더 이상 되돌릴 수 없는 상황이 될 것"이라며 "제재조치의 확실한 이행(移行)을 통해 북한이 비핵화외엔 선택할게 없다는 것을 깨닫게 해야 한다"고 강조했다.

 

이어 마지막 발언에서 깜짝 한국어를 사용하며 특유의 감성에 호소하는 메시지를 전해 눈길을 끌었다.

 

오 대사는 "같은 한민족의 한 사람으로서 북한의 위정자에게 말하고 싶은게 있다"며 '(한국어로) 이제 그만 하세요(please stop it now.)'라고 외쳤다.

 

그는 "왜 당신들은 이런 무기들이 필요합니까. 한국엔 핵무기가 없습니다. 남북이 국경을 마주하고 있는데 왜 장거리 미사일이 필요합니까? 당신들은 미국이 위협(威脅)한다고 말합니다. 왜 미국이 당신들을 위협하나요? 왜 세계에서 가장 강력한 군사대국이 태평양 너머 작은 나라를 위협하겠습니까? 위협은 없습니다. 그것은 단지 여러분의 상상력이 만든 것입니다'라고 말했다.

 

오준 대사는 "당신이 계속 이렇게 나간다면 당신의 주민들만 고통을 받을 뿐입니다. 그들도 나와 우리와 같은 동족입니다. 제발 깨어나세요. 눈을 뜨고 세상이 어떻게 변화하고 있는지 바라보세요. 핵무기를 포기하고 세계의 일원이 되어주세요. 우리 모두는 안전하고 평화로운 세상에서 함께 살 수 있습니다"라고 연설을 맺었다.

"Please Stop It Now!"

 

• I would like to begin by congratulating Angola on its Presidency. The Republic of Korea welcomes and supports the unanimous adoption of resolution 2270 today. We highly commend the United States for having taken the initiative for this resolution and the People’s Republic of China for having engaged in the lengthy consultations, as well as all other members of the Security Council.

 

• The DPRK’s latest nuclear test and long-range missile launch are grave violations of the relevant UN Security Council resolutions. They pose a clear threat to international peace and security. They are by far the most serious provocations of their kind, as they show that the DPRK is advancing closer to a comprehensive, operational nuclear weapon capability.

 

• A nuclear-armed North Korea will seriously impair the NPT regime, and could induce an arms race in the region, undermining the security of the whole world.

 

• The international community is therefore at an important cross- roads. If we cannot stop the DPRK now, then it may soon cross the point of no return. We must act quickly and decisively to prevent this from happening.

 

• Today’s resolution introduces one of the most robust sanctions regimes in the history of the United Nations. Its unanimous adoption demonstrates the firm, united resolve of the whole international community that the DPRK’s WMD programs will never be tolerated. These measures, when fully implemented, will impede the DPRK’s WMD-related activities in all aspects, leaving Pyongyang with no other option but to choose denuclearization. We have seen in the past how effective sanctions can lead to change of policy in other contexts.

 

• As the resolution itself mentions, it is deplorable that the DPRK is diverting its scarce resources to WMD development, while its own citizens are suffering from abject poverty and human rights abuses.

 

• As pointed out by the members of the Council, the sanctions in this resolution, while most comprehensive in scope, do not target the North Korean population or intend a negative impact on their livelihood. On the contrary, they explicitly target the pursuit of WMDs by the regime which is causing the hardship of the North Korean people. We hope this resolution will help alleviate their plight.

 

 

 

• Finally, as a fellow Korean, I would like to say a few words to appeal to those who are ruling North Korea. In Korean, I would say “이제 그만 하세요.” or please stop it now. Why do you need these weapons? We don’t have a nuclear bomb in South Korea, and as we are bordering with each other, you would not even need long-range missiles if you are aiming us. You say the United States is a threat to you. Why would the United States threaten you? Why would the strongest military power in the world threaten a small country far across the Pacific? There is no threat. It is only a figment of your imagination.

 

• If you continue on this way, the only people who will suffer are your own. And they are also my people and our people as well. So please wake up, open your eyes and look out at what is happening in the world. Give up the nukes and join the rest of the world. We all can live together in safety and peace.
