‘미국 우선주의(America First)’를 위한 명분 축적인가.
도날드 트럼프 미국 대통령이 28일 오후 9시(미동부시간) 의회에서 취임후 첫 국정 연설을 앞두고 전날 네티즌을 상대로 긴급 여론조사를 벌여 그 배경에 관심이 모아지고 있다.
여론조사는 트럼프대통령 후원사이트인 ‘도날드트럼프닷컴’에서 보낸 이메일을 통해 참여하도록 했다. 사이트에 들어가면 총 29개의 질문에 답변은 그렇다, 아니다, 의견없음, 기타(이유는?) 등 4개중에서 택일하도록 했다. 문제는 질문의 의도가 읽혀지고 원하는 답변을 바라는 유도성(誘導性) 설문이 대부분이라는 사실이다.
첫 질문부터 “이 나라가 분열됐다고 믿나요?”라며 자못 공격적이다. 둘째 질문도 “미국이 다른나라의 이익이 우리의 이익보다 우선시되고 있다고 믿나요?”다.
또한 “현재의 무역이 미국에 이익을 주고 있다고 믿나요?” “중산층에 대한 세금 부담이 너무 과도하다고 믿나요?” “불법 이민자들을 차단하기 위해 남부국경에 장벽을 쌓는 것이 중요한 진전이라고 믿나요?” 등 트럼프의 보호무역주의와 반이민정책에 대한 호응을 유도하고 있다.
불법이민자들에 대한 노골적인 반감(反感)을 유도하는듯한 질문도 눈에 띈다. “트럼프 대통령이 정부 혜택을 받는 불법이민자들을 단속해야 한다고 믿나요?” “불법이민자들이 미국 국민들의 직업을 빼앗아간다고 믿나요?”
전임 오바마 대통령 때리기도 잊지 않는다. “오바마케어를 폐지하거나 대체해야 한다고 생각하나요?”라며 오바마대통령이 가장 큰 치적으로 내세운 오바마케어를 겨냥했다. 또 “오바마 정권하에서 국민들의 애국심이 줄어들었다고 느끼나요?”하며 난데없이 애국심을 들먹였다.
최근 무슬림 7개국 국민들 입국 유예 행정명령을 정당화하는 질문도 눈에 띈다. “극단적인 이슬람 테러집단과 타협하는 나라 사람들의 입국에 대해 단호한 조치가 있어야 하나요?”
이밖에 “글로벌리즘이 이 나라의 통치권(統治權)을 위협한다고 믿나요?” “트럼프 대통령이 아메리칸 드림을 가져올 것이라고 신뢰하나요?” 등이다.
이상의 질문에 대해 27일 밤 10시까지 답변해달라면서 이름과 이메일주소, 사는곳 우편번호 등의 정보를 명기하도록 했다. 이러한 요구는 답변자의 신분이 드러날 수 있다는 점에서 트럼프를 지지하지 않는 많인 사람들이 걸러지도록 한다는 지적을 받고 있다.
결국 답변에 응하는 상당수가 트럼프 지지자로 채워지고 결과 또한 트럼프 정책에 대한 압도적 지지로 나타날 것으로 보인다. 한 이민자는 “트럼프의 정책이 잘못됐다는 것을 알려주기 위해 설문에 참여하다가 맨 마지막에 정보를 요구하는걸 보고 포기했다”고 말했다.
그는 “국민의 공정한 여론을 알고 싶다면 성별, 나이 정도만 파악하면 되는데 굳이 이름과 이메일, 사는곳까지 요구한 걸 보니 뻔한 결과를 국민 여론으로 포장해 더욱 강경한 정책으로 나갈 것 같다”고 우려했다.
