위안부 문제에 대한 일본의 역사왜곡(歷史歪曲)에 대해 비판의 목소리를 높여 온 알렉시스 더든 교수(미 코네티컷주립대)가 문재인정부가 일본군위안부문제에 대해 취해야 할 첫 번째 조치는 피해자 중심의 접근이라고 조언했다.
더든 교수는 2일 아리랑 뉴스와의 인터뷰에서 “문재인 대통령이 인권변호사의 경력을 갖고 있는만큼 세계의 모든 위안부 피해자는 물론, 오늘날의 유사한 피해자들을 대변하는 목소리를 낼 수 있는 좋은 기회를 맞고 있다”고 강조했다.
더든 교수는 “최근 위안부 피해자인 길원옥 할머니가 베를린에서 ISIS 성노예 피해자를 만난 건 정말 놀라운 순간이었다”면서 “이 문제가 한국이나 한국의 경험에 국한(局限)된 것이 아니라 여성에 가해지는 전시 성폭력에 대해 전 세계인들에게 알리고, 근절(根絶)시켜야 한다는 것을 말해주고 있다”고 지적했다.
그는 역사와 안보문제를 분리해서 접근하려는 문재인정부의 입장에 대해 “역사문제는 그 자체가 안보문제가 되었다. 안보에 있어 한일간의 협력과 공동대응은 의무이자 필요조건”이라며 부정적인 견해를 드러냈다.
다음은 일문일답.
- 한일 두 나라가 위안부 이슈에 어떻게 접근해야 하는지?
“새 정부가 취할 첫번째 조치는 피해자 중심의 접근일 것이라 생각한다. 사실 문대통령이 국제적 감각을 갖춘 인권변호사로서의 경력을 활용해서, 이 문제를 단순히 서울과 동경 양자간의 문제로서가 아니라, 한국이 전 세계 모든 피해국가 및 오늘날의 모든 피해자들까지 대변해서 목소리를 낼 수 있는 아주 좋은 기회라고 생각한다.”
- 최근 유엔 고문방지위원회가 한일합의안의 수정을 권장했는데, 서울과 동경을 넘어서 미칠 영향은 무엇일까?
“이 문제는 한국과 일본간에 존재하는 고유한 역사문제가 아니다. 이것은 국제역사다. 위안부 피해자 중 한분인 길원옥 할머니가 베를린에서 ISIS 성노예 피해자를 만난 건 정말 놀라운 순간이었다. 즉, 이 문제가 한국이나 한국의 경험에 국한된 것이 아니라는 얘기다. 한국인이 겪은 역사적 경험을 들어, 여성을 타겟으로 하는 전시 성폭력에 대해 전 세계인들에게 알리고, 이를 근절시키기 위해서는 우리 모두가 함께 노력해야 한다는 교육을 시키고 있는 것이다.”
- 문재인 정부는 역사와 안보 문제를 따로 떼어 접근한다는 입장인데, 이러한 접근방법에 대한 우려가 있는지?
“문제의 핵심은 역사를 부정함으로 인해 역사 자체가 안보문제가 되었다는 것이다. 그런 의미에서, 과거에서 얻은 교훈으로 현재를 분석하여 더 나은 현재와 미래를 추구한다는 역사의 본래 의미가 변질되어 이제는 역사가 분열을 초래하는 무기가 되어버렸다.
안보라는 것은 완전히 다른 문제다. 우리 머리 위로 대륙간 탄도미사일이 날아가는 매우 현실적이고 구체적인 안보위기에서 동경과 서울이 서로 조정을 통해 합의를 이루어야 한다는 것은 이제 의무사항이 되었고, 안보에 있어 한일간의 협력과 공동대응은 필요조건이 되었다.”

In 2015 Seoul and Tokyo signed an agreement to resolve wartime sex slavery.
However as the deal had the reverse effect, and was rejected by many as it was made behind closed doors by a flawed administration, without consent of the victims and families.
Our Connie Kim sat down with Professor Alexis Dudden for her take on how the two nations should approach this issue. I think the first step the new administration here would likely take is to focus on the survivors.
"I think it is a very good moment for President Moon to take advantage of his own background as an international human rights lawyer, I mean as a human rights lawyer but with an international awareness and to recognize that this is not something solely between Tokyo and Seoul but rather something with which Korea can speak on behalf of all of the victim countries and all of the victims throughout the world even today."
This also leads to my next question. A recent report from the UN Committee against Torture has recommended a revision in the deal. What implication does this have for the so-called comfort women issue between the two countries and even beyond the two sides?
"This is not something unique to this history of Japan and Korea. This is international history. It was an astonishing moment when one of the victims Kil Won-ok met in Berlin with a survivor of an ISIS sex slave operation. In that this is not something that is limited to Korea or Korean experience. They are claiming history in order to teach the rest of the world that we all must work together to end this kind of targeted violence against women during war time."
Under the new Moon administration, Seoul and Tokyo are taking a separate approach when it comes to historical and security issues. Are there any concerns to this approach?
"The real problem is in denying this history. The history itself has become a security issue. And so in that sense history has become weaponized as a device means rather than what history is good for which is to learn from the past in a way with which to analyze the present to make the present and future better. Security is an entirely different issue in the sense that in this respect it is mandatory right now that Tokyo and Seoul are able to coordinate agreements because there is a tangible security threat in the form of ICBMs flying overhead that need and require a joint ability to respond."
