7세여아 죽음 분노..국제청원운동

파키스탄에서 무참하게 희생된 일곱 살 여자아이의 살인사건에 대해 분노한 네티즌들이 국제 청원운동(請願運動)을 벌이고 있다.

‘자이나브를 위한 정의(Justice for Zainab)’라는 제목으로 인터넷 청원사이트 체인지닷오알지에 올린 이 캠페인은 캐나다 캘거리의 타림 아스라가 샤이드 카칸 압바시 파키스탄 수상과 미안 무하마드 샤바즈 샤리프 펀잡 경찰서장을 상대로 한 것이다..

타림 아스라는 “백주대낮에 일곱살 여자아이가 납치(拉致)돼 무참히 살해됐지만 파키스탄 경찰은 시민의 안전도 지키지 못했고 범인 검거를 위한 노력도 하지 않았다. 파키스탄의 사법 시스템은 총체적으로 잘못됐다”며 네티즌들의 동참을 요청했다.

올해 일곱 살, 자이나브의 비극적 사건은 지난 1월 9일 벌어졌다. 자이나브는 인도 서쪽 접경지대인 펀잡의 카수르의 한 쓰레기 더미에서 차디찬 시신으로 발견됐다. 성폭행을 당한 후 목을 졸려 죽은 참혹한 모습이었다.

자이나브는 집에서 가까운 코란을 배우는 곳에 가던 길에 실종된 상태였다. 그로부터 닷새 후 집에서 불과 2km 떨어진 쓰레기더미에서 발견된 것이다. 그러나 현지 경찰은 무능(無能)과 태만(怠慢)으로 수사에 전혀 진전이 없었다.

자이나브의 가족은 딸이 실종됐다고 경찰에 신고했지만 전혀 움직이지 않았다고 말했다. 심지어 자이나브의 이동경로를 찍은 CC TV 동영상도 경찰이 아니라 친척이 확보한 것이었다.

자이나브처럼 어린 나이에 성폭행 당하는 사례는 오늘날 파키스탄에서 드문 일이 아니다. 카수르에서만 2015년 이후 무려 700건 이상의 아동 성폭행 사건이 발생했다. 어린이에 대한 성폭력 등 강력 사건은 무능력하고 비능률적인 현지 경찰로 인해 증가하고 있다는 비난을 받고 있다.

청원자인 아스라는 “파키스탄 경찰과 사법부, 정부 지도자들의 무능으로 우리의 딸들과 자매들은 외출을 마음놓고 다니지 못하며 잔혹하게 살해되고 있다. 정작 무고한 희생자들의 목숨을 빼앗은 범인들은 지금 이 순간에도 자유롭게 활보하고 있다. 조치를 취해야 한다”고 강조했다.

총 15만명을 목표로 하고 있는 이 청원은 29일 현재 9만6천명을 돌파한 상태이다. 목표가 달성되면 파키스탄 의회와 사법부, 경찰에 송부하게 된다.

On January 9, 2018, the corpse of seven year old Zainab was found in a dump in Kasur, a city in the Punjab province of Pakistan. The little girl's body showed signs of rape and strangulation. She had been on her way to a Quran class near her home when she was kidnapped. Five days later, her abused body was found discarded two kilometers away from her home. As of yet, the police have been unable to find the perpetrators and this is largely due to their incompetence and carelessness. Zainab's family claims the police did not take action after they reported her disappearance; it was relatives who recovered CCTV footage of Zainab's movements before she disappeared - not the police.

The purpose of having a police force, a justice system, and a government is to regulate the law, prevent injustices from happening, and, when they do occur, ensure justice is provided. Time and time again, the Pakistani police, judiciary system, and government have failed us. Zainab's rape and murder is not a singular case but rather one of countless that occur in this region on a recurrent basis. Since 2015, over 700 cases of child sexual assault have been reported from Kasur alone. This revoltingly high number is to be blamed on the weak investigation system, which is both too slow and too inadequate to pursue these cases effectively - and on the lengthy judicial process, which prosecutes the criminals weakly at best, resulting in most culprits being acquitted.

Our letter is to those who claim to be leaders and protectors of this country - the police, the judiciary, and the government. You are failing. You are failing when our daughters and sisters cannot safely walk outside. You are failing when young, innocent bodies are found in dumps, ruthlessly murdered. You are failing when these criminals are freely walking around after taking a lifetime of opportunities away from others.
