오준 유엔대사 안보리 연설 감동

 

지난해 유엔 안보리 회의에서 남북이산가족 문제를 찰스 디킨스의 '두 도시 이야기(A Tale of Two Cities)'에 빗대 감동을 준 오준 유엔 대사의 연설이 눈길을 끌었습니다.

 

북한인권문제가 2년연속 공식의제로 가결된 10일 안보리 회의장에서 또한번의 가슴 뭉클한 연설을 한 것입니다.

 

오준 대사는 지난해 안보리에서 왜 북한인권문제가 한국인들에게 가슴 사무치는 문제인지 언급한 것을 상기시키고 연설 말미에 10대에 북한을 탈출해 어머니와 동생을 구출하는데 12년을 바친 탈북여성 이현서씨의 사연을 소개해 참석 대표 및 방청객들의 심금(心琴)을 울렸습니다.

 

오 대사는 이현서씨가 영문수기 'The Girl with Seven Names(일곱개의 이름을 가진 소녀)'에서 "북한을 떠나는 것은 그저 어떤 나라를 떠나는 것과는 다르다. 그것은 차라리 다른 우주(宇宙)를 떠나는 것과 같다. 즉 내가 얼마나 멀리 떠나느냐에 상관없이 나는 그 중력(gravity)으로부터 진정 자유로울 수 없을 것이라는 것이다"라는 내용부터 낭송(朗誦)했습니다.

 

이어 "그녀가 말한 것은 무슨 뜻일까요? 왜 그녀는 남들이 수용소(gulag)라 부르는 그곳을 벗어나기가 그렇게 어려웠을까요? 왜 그녀는 북한으로부터 물리적으로 그렇게 멀리 떨어져 있을 때조차 그 중력을 느끼는 걸까요? 본인은 그녀가 알고 있는 사람들이 겪고 있는 고통과 아픔의 중력으로부터 벗어날 수 없었다는 의미가 아닐까하고 생각해 봅니다"라고 말했습니다.

 

오준 대사는 "의장(미국 서맨사 파워 대사)이나 본인, 그리고 이 회의장에 있는 그 누구도 그녀를 이해할 수 없을 것입니다. 우리는 그녀가 느끼는 부담의 중력을 결코 이해하기 어려울 것입니다. 왜냐하면 그녀가 지난 12년 동안 날마다 가족들이 안전하게 살아있기만을 기도하면서, 너무 늦기 전에 그들을 구출하기 위해 자신이 할 수 있는 모든 것을 하고 있을 때 우리는 그녀와 함께 거기에 없었기 때문입니다"라고 덧붙였습니다.

 

오 대사는 "이제 우리는 그녀와 다른 많은 탈북자들의 이야기를 듣고 있습니다. 우리는 안전을 찾아 자신의 고향을 떠나 온 북한 사람들을 계속 기꺼이 맞이해야 하지만, 우리가 할 수 있는 최선은 그들이 자기 고향에서 안전과 존엄성을 누리는 가운데 그들의 미래를 실현할 수 있도록 돕는 것일 것입니다"라고 맺어 뜨거운 박수를 받았습니다.

Madame President,

 

I would first like to express appreciation to the US Presidency for convening today’s meeting and to the Member States of the Council for inviting the Republic of Korea to participate. I would also like to thank Mr. Feltman and Mr. Zeid for their in-depth briefings on the issue.

 

Last year, the Commission of Inquiry issued its landmark report that shed light on the nature, gravity and scale of human rights violations in the DPRK. The reportraised criticalawareness on the need to strengthen our collective efforts to improve the DPRK’s human rights situation.Given the growingconcern of the international community,the Security Council formally addedthe situation in the DPRK to its agenda andheld its first discussion on the issue in this very chamberon December 22, 2014. I was here and spoke, as my country had a seat on the Council. I explained why North Korea’s human rights issues are taken to heart in South Korea.

 

One year on, what has changed? At the United Nations, we adopted more resolutions in the Human Rights Council and the General Assembly. The Office of the UN High Commissioner for Human Rights opened a field-based structure in Seoul.

 

There have been meetings, seminars and panel discussions on the issue at different places in the world. On the Korean peninsula, a new round of reunions of separated families between the two Koreas took place last October.

 

However, we have not seen any meaningful change in the human rights situation in the DPRK. As we heard in today’s briefing, the dire human rights violations continue and in some cases, are getting worse. We still have a long way to go.

 

My government believes that addressing the North Korean human rights issue is critical not only in promoting human rights as a universal value, but also in maintaining peace in the Korean peninsula. As such, we urge the Security Council to keep playing an active role in improving the situation.We also askthe UN High Commissioner for Human Rights to further his efforts in enhancing the human rights situation in the DPRK. The Republic of Koreawill continueto engage with other Member States to address and resolve this matter,while providing humanitarian assistance to the North Korean people in order to alleviate their plight.

 

We hope that with a view to addressing the concerns ofthe international community, the DPRK will workwith us to implement the relevant UN resolutions. They need toengage and cooperate with UN human rights mechanisms. We believe that in the long run, this will ultimately be in the DPRK’s best interests as well.

 

This year marks 70 years of division of the Korean nation.The issue of separated family members, whose average age is around 80, remains the most urgent humanitarian concernfor the Korean people. We expect the DPRK to share with us a sense of urgency and join us in seeking a fundamental and comprehensive resolution to this issue, including by holding family reunions on a larger scale and a regular basis.

 

I would like to end my statement by quoting Ms. Hyeonseo Lee, a young North Korean woman who escaped North Korea as a teenager and devoted the following 12 years to rescuing her mother and brother. In her book titled “The Girl with Seven Names”, she said, “Leaving North Korea is not like leaving any other country. It is more like leaving another universe. I will never truly be free of its gravity, no matter how far I journey.”

 

What does she mean? Why was it so difficult for her to leave a place others call a gulag? Why does she feel its gravity even when she is physically so far away from North Korea? I can only imagine that perhaps she meant that she could never escape the gravity of the pain and suffering her fellow people were enduring. Madame President, maybe you and I, or anyone in this room, will never understand her. We may never grasp the full gravity of her burden, because we were not there with her when she spent every day for 12 years, only praying for the safety and survival of her family and doing everything she can to get them out before it’s too late.

 

Now we have heard her and many other defectors from the DPRK. While we continue to embrace North Koreans escaping their home, the best thing we can do, Madame President, might be to help them realize their future in safety and with dignity in their own home. Thank you.

작년도, 북한인권 조사위원회(COI)는 북한인권 침해의 성격과 심각성 및 범위에 대해 소상히 밝히는 역사적인 보고서를 발표하였습니다. 이 보고서는 우리가 북한인권 상황 개선을 위한 공동의 노력을 더욱 강화해야 한다는 점을 각별히 일깨워 주었습니다. 국제사회의 점증하는 우려에 따라, 안보리는 작년 12.22 바로 이 자리에서 공식적으로 북한(인권)상황을 의제로 채택하고 이에 관한 첫 번째 토의를 가졌습니다. 당시 안보리 이사국이었던 한국의 대표로서 본인이 발언을 했으며, 북한 인권문제가 왜 한국인들에게 가슴깊이 사무치는 문제인지를 설명한 바 있습니다.

 

지난 1년 동안 무엇이 변화되었나요? 유엔에서는 북한인권에 관한 결의를 인권이사회와 총회에서 채택하였습니다. 유엔 인권최고대표사무소(OHCHR)는 북한인권 현장사무소를 서울에 개설하였습니다. 세계 여러 곳에서 이 문제에 관한 회의와 세미나 및 패널토의도 개최되었습니다. 한반도에서는 지난 10월 남․북 이산가족 상봉이 한 차례 더 개최되기도 하였습니다.

 

그러나, 북한의 인권 상황에서 어떤 의미있는 변화는 보이지 않고 있습니다. 오늘 브리핑에서도 들었다시피, 심각한 인권 침해는 계속되고 있으며, 또 어떤 경우에는 오히려 악화되고 있습니다. 가야할 길이 여전히 멀다고 할 것입니다.

 

우리 정부는 북한인권 문제를 해결하는 것이 인류 보편적 가치인 인권을 보호하는 것으로서 뿐만 아니라, 한반도에서 평화와 안정을 유지하는 데 있어서도 중요하다고 봅니다. 이에 따라, 우리는 안보리가 관련 상황 개선을 위해 계속 적극적인 역할을 해 줄 것을 당부합니다. 또한 유엔 인권최고대표가 북한 인권상황을 개선하기 위한 노력을 더욱 제고해 줄 것을 요청합니다. 한국은 북한 주민들의 고통을 덜어주기 위한 인도적 지원을 제공하는 가운데, 여타 회원국들과 함께 이 문제를 해결하기 위해 노력할 것입니다.

 

북한도 국제사회가 가지고 있는 우려를 해소하기 위해, 유엔의 관련 결의를 이행하기 위한 노력을 함께 해 나가기 바랍니다. 북한은 유엔의 인권 메카니즘과 소통하고 협력해야 할 것입니다. 이것은 장기적인 차원에서 결국 북한에게도 이익이 될 것입니다.

 

금년은 남북 분단 70년이 되는 해입니다. 평균 연령이 80세에 달한 이산가족 문제는 한국민들에게 가장 시급한 인도적인 우려 사안으로 남아 있습니다. 우리는 북한도 이러한 시급성을 인식하고, 이산가족 상봉 정례화 및 대규모화를 포함하여 이 문제에 대한 근본적이고 포괄적인 해결책을 모색하는 데 동참하기를 바랍니다.
