'Knowing North Korea' Exactly Is The Solution (Dec 24. 2019)

At the Hanoi Talks between the U.S. and North Korea in March, Kim Jong-un presented President Trump with an unconventional proposal at the last minute to completely dismantle the Yongbyon nuclear facility. North Korea has already taken proactive steps to denuclearize around the June 12 Singapore talks, but it has come up with a "Yeongbyeon card" that exceeds everyone's expectations, seeing through the hard-liners' mood to bring the talks to catastrophe, including Pompeo and Bolton.

 

For the past 30 years, the U.S. has been constantly demanding the dismantlement of Yongbyon facilities. On the other hand, the North said that as the cause of its nuclear possession was the U.S. nuclear threat, the U.S. would have to remove nuclear strike measures deployed around the Korean Peninsula and withdraw U.S. troops from South Korea to accept the dismantlement of Yongbyon facilities. However, the North came up with a bold proposal to dismantle its nuclear facilities in Hanoi on the condition that the U.N. Security Council lift the sector that interferes with people's lives.

 

This was the result of Chairman Kim's strong will to ease President Trump's burden and succeed in the Hanoi talks at a time when even the suspension of the South Korea-U.S. joint military exercises promised by President Trump in the Singapore Joint Statement was met with fierce opposition from hardliners in the U.S. But what about the U.S.? He left the talks by calling for "another nuclear facility" after defeating the surprising proposal where the Korean Paninsula could become a land of peace and North Korea and the U.S. could become a friendly country.

 

The U.S. act is an old-fashioned way (ÏÁ÷¾) of overturning the table with false information or ridiculous excuses even before the ink on the agreement dried up in a series of denuclearization negotiations, including the six-party talks over the past decades. We remember former President Bill Clinton saying, "North Korea didn't fail to abide by the 1994 basic agreement," and Secretary of State Gondoliza Rice confessed during the Bush administration that "the U.S. moved the goalpost during the soccer game (with North Korea)."

 

After the Hanoi summit, Chairman Kim Jong-un said in a speech to the Supreme People's Assembly in March, "The U.S. is still turning a blind eye to the withdrawal of the hostile policy, the fundamental way to establish a new relationship between the U.S. and North Korea, and misjudges that it can bring Joseon(North Korea) to its knees with maximum pressure. I will not stick to dialogue because of any lifting of sanctions." However, he said, "My personal relationship with President Trump is still in good shape, and I can send and receive letters asking how they are doing at any time if I think about it. I will wait patiently until the end of the year, but I will be able to hold a third round of U.S.-North Korea summit only if the U.S. corrects the calculation method."

 

At that time, I made a presentation on the theme of <Knowing the Issues of North Korea Correctly> at an international symposium hosted by the Overseas Korean Broadcasting Editors Association. The presentation materials are still valid even after nine months because of the unfortunate reality of widespread ignorance and misunderstanding of North Korea. I would like to think with readers what the real solution the United States should take now that the final deadline to bring a new counting method by the end of the year is in the countdown. I will introduce the presentation of the topic by trimming the presentation considering the timing.

Starting with the April 27 Panmunjom Declaration, 2018 and 2019, when three inter-Korean summits, two U.S.-North Korea summits, and one surprise meeting between the two Koreas and the U.S., were held, deserve to be recorded as the most breathless times in modern history.

 

It is inevitable that the U.S. will continue to ride the rollercoaster ride in history in 2020. Expectations and concerns are mixed as the future is unpredictable. The two parties have different interpretations on the issue of denuclearization. While the U.S. perceives it as the North's denuclearization, the North refers to the denuclearization of all nuclear attacks that threaten the South. The North takes into account the tactical nuclear weapons at the Guam and Hawaii bases, and even the withdrawal of U.S. troops from South Korea (ôÌâ¥).

 

As a North Korean, nuclear weapons are the last thing that can be expected to survive. Would the U.S. president be able to appear at the conference twice without nuclear weapons and without rocket engines that can shoot to the American continent.

 

Denuclearization is 'action-to-action'

 

The U.S. says it will guarantee a bright future if the U.S. denuclearizes. However, it will be hamstrung by its past. Recall the end of Libyan leader Gaddafi and Iraqi Hussein. The U.S. continues to insist on a big deal of total denuclearization, while it makes sense to have a phased small deal if it wants to give Washington trust.

 

Denuclearization is practically impossible unless it is premised on action-to-action. If the U.S. wants full-scale denuclearization of the North, it should act in a reliable manner at the same time. It is appropriate that the sanctions related to the Mount Kumgang tour, the resumption of the Kaesong Industrial Complex and the lifting of the travel ban for U.S. citizens were implemented in the wake of the June 12 Singapore talks. If so, the agreement between the U.S. and North Korea to set up liaison offices and lift sanctions on people's livelihoods would have been reached in Hanoi.

 

The North gave a big gift of repatriation to the remains of U.S. soldiers in Singapore on June 12, and took preemptive measures such as bombing of the Punggye-ri nuclear test site and closing of the Dongchang-ri missile test site. The North demonstrated its commitment to denuclearization unconditionally. The end-of-war declaration literally means an end to the war. It does not involve heavy responsibilities like treaties or agreements. If the North keeps its promise, the declaration is automatically canceled. However, the U.S. only called for the unilateral "giving of the North Korean nuclear weapons" and even resumed the large-scale South Korea-U.S. military drills agreed in Singapore on June 12, in a modified form.

 

Why on earth does the U.S. insist on this attitude? To make the North lose patience and rush out of the table? Some point out that the Trump-led "top-down" method has shown limitations since the collapse of the Hanoi summit.

 

Trump and Deep State

 

What should be noted is the battle between Trump and the shadow power Deep State, which is the culmination of the military-industrial complex. The denuclearization issue is not resolved because the national interest that Trump thinks is different from that of the deep state. Trump seeks the practical benefits of removing the North Korean nuclear threat and withdrawing U.S. troops from South Korea, but the deep state wants to maintain the order that the U.S. has pursued through its globalization strategy over the past 100 years.

 

Immediately after the Hanoi summit, Pyongyang expressed disappointment, saying it did not understand the U.S. calculation method. It could explore a new path. However, it never criticized Trump. The move is aimed at a deep state that is pressuring and shaking Trump.

 

After Bolton's dismissal last fall, North Korea expected the U.S. to come up with a new calculation. However, Bolton is nothing more than a servant of the deep state. Another Bolton Wanderer will replace Bolton anytime. The deep state wants to enjoy massive division gains by tying the most tense land on the Korean Peninsula to a showdown. The U.S.-North Korea summit was inevitably allowed due to North Korea's nuclear weapons and the power of rocket engines, but Pyongyang is closely watching for a counterattack to turn the tide.

 

The deep state is not just a military-industrial complex. It is a "hybrid power" linked to some of the Democratic Party who enjoy the same vested interests as them and Japan's ultra-rightist forces, which are lobbying U.S. politics relentlessly. Behind the Democratic Party's impeachment attempt is the shadow of the deep state. The recent impeachment motion tames the stubborn Trump at the White House and warns the next presidential candidates that anyone can fly if they do not make a fuss.

 

The driver is not a facilitator or mediator

 

Our role is important. President Moon should restore the original intention of the so-called "driver theory." The terms "mediator" or "promoter" are not appropriate. Drivers choose where to go and drive by themselves. He is the "party" who leads half of our people. As the two Koreas declared in the April 27 Panmunjom Declaration and the September 19 Pyongyang Joint Declaration, they are urged to move forward with the principle of national independence and self-determination.

 

President Moon must judge everything under the common interest of the people, but persuade the United States that the benefits will also go to the United States in the mid to long term. If it goes back to nothing, we must boldly pioneer our way.

 

Following the September 19 agreement, the two Koreas entered the de facto end-of-war stage of DMZ mine removal and GP bombing. The two Koreas should show a resolute determination to stand firm against any attempt to drive our people back to conflict, antagonism, confrontation and war. Who opposes and interferes when the two parties in a head of land say they will make peace? The Moon Jae-in administration should believe in the citizens of the candlelight vigils that gave birth to them and boldly move forward for the day of national reconciliation and reunification of the two Koreas.

 

If you know North Korea correctly, you can see the answer

 

There is something that North Koreans always say. "The U.S. does not know us, but it does not know us at all." Considering North Korea as an autocrat under a one-man leadership system or an abnormal state that is unprecedented in modern history, it is hard to go an inch further. There is an answer that can solve all these problems. It is to know North Korea correctly. If we understand what kind of country North Korea is, the denuclearization issue can be solved very easily.

 

North Koreans have two important minds. They have pride and self-esteem. They have confidence that they overcame the harsh period of "March of Suffering." "March of Suffering" was originally a term referring to the days of anti-Japanese military activities in the 1930s, but now it is reaching the worst economic hardship that the North experienced in the 1990s. The collapse of the Eastern Bloc in the 1990s dealt a severe blow to the North Korean economy, and a massive famine occurred in 1995 and 1996. By the late 1990s, 200,000 to 300,000 people were reportedly killed due to malnutrition and hunger. It was also the time when a large-scale number of North Korean defectors occurred.

 

North Koreans, who have overcome "March of Suffering" for 10 years, say they are not afraid of any threat. Their fear of the U.S. could have been wiped out by the "nuclear force" that had been completed in the face of decades of harsh sanctions against the North. They declared a "socialist nuclear power." They have strong belief that no matter what threat the U.S. poses, war will happen as long as they possess an unwritten "nuclear sword."

 

During the Singapore talks, President Trump showed Kim Jong Un a video clip that lasted for four minutes and 32 seconds. The message was that depending on the North's decision, a bright tomorrow for economic revival or a bleak future could come. It is not known how the North reacted, but the video, which was even childish, is also an proof that the U.S. is "too ignorant" of the North.

 

North Korea is also a functioning normal country

 

North Korea is wrong to think that it just wants an economically prosperous country, as Westerners think. Their dream is to become a socialist economic powerhouse. They criticize the advanced economic model of the West as having many problems. It would be ridiculous to see a video clip that says, "If you listen to me, a sweet future is guaranteed" as if a candy is given to a child who whines for pursuing a socialist economic model based on the national ideology of Juche (Juche).

 

Like China and Vietnam, the idea of putting North Korea on the path of reform and opening up is an idea that does not understand the North that wants to "put its two feet on the ground and look at the world". The wealth they want is the wealth of the entire people who do not separate me from the group, not the wealth of a few who build a "jackpot myth" overnight with moderate luck and market opportunities.

 

Among the North's slogans, you need to pay attention to "self-reliance" and "unity with one mind." Over the past 70 years, the North has constructed an ideological steel band that united under the banner of "let¡¯s save one drop of oil, one watt of electricity, one screw" and on the other hand, under the banner of self-reliance. Half a century has passed since the three major revolutions of technological revolution, cultural revolution, and ideological revolution were established. The U.S. regards North Korea as a "rogue state" and "axis of evil." While strategic patience has turned out to be a grave miscalculation that it will collapse if left untouched, Washington's misunderstanding of Pyongyang continues.

 

Many experts disparage the North's strategy as "cliff-edge tactics(brinkmanship)", but those who know it know that Pyongyang has always made rational choices, despite the fact that it has been pushed to the brink of collapse. As of December 2018, Pyongyang has established diplomatic relations with 168 countries (the South 191 countries), and is playing its role and function as an ordinary country. Just look into the North with extremely reasonable thinking that the system is different, not wrong. The knot of thread that is entangled like a messy lump will become loose like a lie.
