The coming down of confederate battle flag from the Capitol grounds on Friday, July 10, 2015, in Columbus, S.C. was a truly historical moment. The U.S. should be proud of herself. This is the long awaited and overdue upgrade of herself even though it came suddenly and unexpectedly. Seemingly, over a few days, a boy turned into a man. The issue behind the battle flag is as old as the U.S. The issue is the original sin of the U.S.A. It took the civil war which had the most number of casualties of any war the U.S. was involved, and, then, another 150 years for this to happen. This is a complex story, and it took a long, long negotiation until people have become mature and ready. And, most of all, the history has arrived finally at the level where the long negotiation could conclude a chapter. A symbolic chapter.
2015년 7월 10일 사우스캐롤라이나 컬럼버스에서 남부연합기가 내려진 것은 실로 역사적인 순간이었다. 미국은 스스로를 자랑스러워해야 한다. 오랜 기다림이었다. 남부연합기를 내린 것은 급작스러웠고 예기치 않았지만 진작에 했어야 할 일이었다. 불과 며칠 사이에 소년이 어른이라도 된 것 같다. 남부연합기를 둘러싼 논란은 미국의 역사만큼이나 오래 된 것이다. 이러한 논쟁은 미국의 원죄(原罪)와도 같다. 남북전쟁의 사상자는 미국이 관여한 어떤 전쟁보다 많았다. 남부연합기가 내려지도록 사람들이 성숙해지고 준비되기까지 150년의 세월이 필요했다. 마침내 역사가 '눈높이'에 다다른 것이다. 오랜 협상이 하나의 상징적인 장(章)을 마무리지었다.
The talk of Grexit is another example of a long, long negotiation. This may be a longer story than the confederate flag. This is again a story of people and their history. The vision of unified Europe from ambitious men, for instance, Napoleon, and the endless sufferings from never ending wars waged under the name of nationalism and patriotism helped to create European Union. In other words, the idea of unified Europe is an old story. But the history has not been matured enough for the perfect union to arrive, yet. They have monetary union but not fiscal, social, historical, cultural, and political union.
'그렉시트(그리스의 유로존 탈퇴)' 협상 또한 길고 긴 협상의 또다른 산물이다. 어쩌면 남부연합기보다 더 긴 스토리가 있다. 사람들과 그들의 역사에 관한 이야기이기 때문이다. 나폴레온처럼 야심가(野心家)들로 이뤄진 유럽 통합의 이상과 끊임없는 전쟁의 고통들이 민족주의와 애국심의 이름 아래 재단된 것이다. 달리 말해 유럽통합의 이념은 오래된 이야기이지만 아직 역사는 완벽한 통합이 이뤄지기엔 성숙되지 않았다. 그들은 '통화 동맹'을 해냈지만 재정과 사회, 역사, 문화, 정치적 동맹에 이르지 않았다.
Watching the Greek debt crisis and bailout negotiation is just like watching a Greek drama. It is full of turns and twists, hubris, misjudgments, and foolish bluffings. There were more business as usual, and emotions than clear analysis, grasping the reality, and finding a solution. In the end, Tsipras had to face the reality, and blinked. In the end he got the deal which is worse than the one he rejected earlier.
그리스의 부채위기와 구제금융 협상은 '그리스판 드라마'를 지켜보는 것 같았다. 돌아서고, 뒤틀리고, 자만과 오판, 멍청한 허세(虛勢)가 난무했다. 명쾌한 분석과 현실파악, 해결책의 도출(導出)보다는 더욱 많은 일들과 감정들이 뒤엉켰다. 결국 치프라스(총리)는 현실에 눈을 떴다. 그는 앞서 외면했던 제안보다 더 나쁜 조건을 받아들인 것이다.
On Tuesday, July 14, 2015, Iran and six other countries announced that they had agreed on a deal concerning Iran's nuclear program and sanctions. Again, it took a long and intense negotiations. The history of Iran's nuclear program reflects the history of the region. It was the U.S. that, at the first place, helped Iran on a nuclear energy program in the 1950s. The twists and turns in the U.S. and Iran relationship are, perhaps, as interesting as any Greek drama. There are two main reasons as to why the deal was possible. One, there was the leadership of President Obama who believed in being on the right side of history, meaning believing in diplomacy. Two, Iranian people and most of the world were ready to engage with each other.
2015년 7월 14일 화요일, 이란과 주요 6개국은 이란 핵협상을 타결지었다. 이 또한 길고도 엄청난 협상들의 결과물이다. 이란 핵프로그램의 역사는 이 지역의 역사를 반영한다. 당초 미국은 1950년대 핵에너지 프로그램으로 이란을 도운 장본인이다. 미국과 이란의 꼬일대로 꼬인 관계의 역사는 그리스 드라마 못지않게 흥미진진하다. 협상 타결에 이르기까지 크게 두가지 이유가 있다. 첫째는 궁극적으로 외교라는, 역사의 '옳은 쪽'을 믿는 오바마 대통령의 리더십이다. 둘째는 이란 국민과 대부분의 세계인들이 '상호 관계'를 맺을 준비가 돼 있었기 때문이다.
These three negotiations represent nicely how people are like, and how they behave. The negotiation/the long historical negotiation of the battle flag shows that people are very slow to change and upgrade. It takes generations for people to get over their intense emotions, and people have to constantly demand the wrong to be corrected. Only when the wrong has been corrected, the healing can take place. Grexit was a misguided idea to begin with, even though a good case can be made for Grexit. It'll bring too much pain of long duration. It is understandable that Greeks were defiant. But Tsipras could have handled the situation much better by understanding, clearly, the reality and consequences. The reality and consequences have become clear to everybody in the situation of Iran. People were ready for a deal, and they know it is the best way possible. It took intense negotiations but the outcome was a foregone conclusion because it is on the right side of the history.
이상의 세 가지 협상은 사람들이 어떻게 멋지게 말하고 행동하는 것이 중요한지를 시사한다. 남부연합기에 대한 오랜 역사적 협상은 사람들이 변화하고 업그레이드 되는 속도가 대단히 느리다는 것을 보여주었다. 열정적인 감정들을 극복하고 잘못된 것을 바로 잡아야 한다는 것을 받아들이기까지 여러 세대의 세월(歲月)이 걸린 것이다. 잘못을 바로잡을 때 비로소 치유(治癒)가 자리잡을 수 있다. ‘그렉시트’는 비록 좋은 케이스로 만들어진 것이지만 처음엔 잘못된 아이디어였다. 아주 오랜 기간 고통을 감내해야 한다는 점에서 그리스 국민들의 반발은 이해할 수 있는 일이다. 그러나 치프라스 총리는 이해를 구하고 '현실'과 '중요성'을 강조함으로써 그러한 상황을 잘 제어할 수 있다. 이같은 현실과 중요성은 이란 핵협상에서 모두에게 명백한 것이 되었다. 집중적인 협상이 필요했지만 결과물은 그것이 역사의 '옳은 쪽'이기에 예정된 결론이었다는 사실이다.
